Highway Authority Permit Schemes were introduced by Part 3 (sections 32 to 39) of the Traffic Management Act 2004 (TMA) and the Permit Scheme (England) Regulations 2007 (the regulations). Utilities and other companies or undertakers have statutory powers to carry out repair or maintenance work in a public highway except when the highway is a special road under the Highways Act 1980

However, such work promoter (utilities, other companies and undertakers will need to apply for a licence under Section 50 of the New Roads and Street Works Act 1991 (NRSWA).

RTT possess the expertise to support utilities or contractors wishing to undertake compliant services on the road network.

We will help with TMAN, Traffic Management monitoring during works, Traffic Management infrastructure removal from operation to prevent Section 74 overrunning work charges, work coordination, road closure and diversion, storage or removal of surplus materials and plants. We will help you avoid incurring penalties resulting from none compliance to Traffic Management regulations.

RTT is a Traffic Management service provider, with valuable experience in street and road work coordination and compliance. We liaise with Local Authorities to carry out works before or during a proposed restriction period.  We also draft and submit quality, well defined notices, and work permit applications as required. RTT is fully aware of timing constraints and consequences of non compliance to the TMA2004 Act.
