The Traffic Management Act 2004 (TMA) imposes upon Local Traffic and Highway Authorities a Network Management Duty (NMD) requiring them to ensure, among other things, the expeditious movement of all traffic, including pedestrians, on their road networks.
The NMD includes a requirement for highway and traffic authorities to inform neighbouring authorities about proposals which will affect their network.

When is TMAN required?
Scheme or implementing works which will have a significant impact on the network, undertaken by a highway or traffic authority in relation to the Road Traffic Regulation Act 1984 or the Highways Act 1980
